or other labour organisations which are
concerned in the port and shipping of Hong
Kong, and upon the policy of the Government
with regard to the admission of branches of
such organisations to recognition in the
Colony.
4. I am advised that there is at present

no legislative provision in Hong Kong to
require recognised labour organisations or other
Societies to apply for registration and to render
reports and accounts to Government periodically in
some suitable form, and generally to secure that
the affairs of such bodies are properly conducted.
I would bring to your notice in this connection
the recent Ceylon Ordinance (No. 14 of 1935) of
which a copy is enclosed. I should be glad if you
would inform me whether, in your opinion, it
might not be advisable that similar statutory
provision should be made for these purposes in Hong Kong.
